Is it proper to send a thank you card to someone who didn’t attend our wedding/send gift, but did send a card?

In other words, they didn’t celebrate the day with us nor did they send a gift. So, is a thank you card appropriate for a “congratulations on getting married” card (with no gift in the card other than good wishes)?

Yes in the card just state, sorry you couldn’t attend. It was a lovely ceremony and everyone had a wonderful time. Thank you for thinking of me on my special day. Sign it your friend, this way it will be a friend you will still have.
